HR1 x CalFresh: Updates 2026

We at HALA understand that sometimes the wording in the information provided can be confusing sometimes and even a little tricky, so we have provided some information below on some of the most frequent concerns we have heard from the community.

What is H.R. 1, and why is it important?

H.R. 1 is a new law made by the government. It is also called the “One Big Beautiful Bill Act.” The President signed it on July 4, 2025.

This law is about money. It tells the government how to spend its money.

Some of that money helps pay for a food program called SNAP. In California, SNAP is called CalFresh. CalFresh helps families buy food. So if the government changes how it spends money, it can affect CalFresh.

Changes to CalFresh:

The new law gives less money to help pay for CalFresh.

This means:

  • Some people may get less money to buy food.

  • More people will have to work to keep getting CalFresh.

  • Some immigrants who are allowed to live here will not be able to get CalFresh anymore.

  • The rules about counting utility bills (like electricity and gas) will change starting November 1, 2025.

  • California will have to pay more money to help run CalFresh and help pay for some food benefits.

These changes could make it harder for some families to get help buying food.

When willl the changes take place?

Because of a new rule called H.R. 1, some people who get CalFresh (food stamps) will see changes starting November 1, 2025.

Utility Cost Support Changes

If you or someome in your home is over 60 and/or disabled there will be  no changes.  

If no one in your home is over 60 or disabled then check out the information below:

  • If no one in your home is 60 or older and no one has a disability, you must pay for heating or air conditioning separately from your rent to get extra CalFresh help for utility costs. This extra help can make your monthly food benefits higher.

  • Right now, if heating and cooling are included in your rent, the state gives a small energy payment each year (about $20) so you can still get the extra utility help. Under the new rule, this payment will only be given to homes with someone 60+ or disabled.

  • If someone in your home is 60 or older or has a disability, the county will still send this yearly energy payment so you can keep getting the extra help.

  • Because of this change, homes without someone 60+ or disabled may get less CalFresh each month, and a few may no longer qualify.

For new applicants, this starts November 1, 2025.
For current households, it starts at your next review.
